I had my TT by a resident but my situation is a little more unique than the average person. I work in a large, academic institution and have had the opportunity to observe the resident who did my surgery frequently, therefore I had a level of insight to his skill level that most people are not afforded prior to surgery of any kind. I will tell you that if you are considering having a resident perform your surgery, make sure it is a chief resident (meaning one that is nearly complete with his/her training) specializing in plastic and reconstructive surgery, and that he/she will be supervised by a board certified plastic surgeon.
My advice to you is to ask lots of questions up front. Discuss all the pros/cons of having the surgery with a resident vs. a board certified plastic surgeon. Please do not let cost alone dictate your choice. It certainly had very little to do with mine. I just felt the particular resident that performed my surgery is quite gifted and I wanted the opportunity to have him perform my surgery before he finishes in June and moves away. I also made sure myself that I was an excellent candidate for the procedure (healthy, don't want anymore kids, stable weight, reasonable expectations for results).
I'm only post-op day 11 and I'm already so pleased with my results. Recovery has been frustrating, but only because I don't sit still well.
