This depends on the piercing scar location and the geometry of the loose skin. I am almost always able to remove the belly button hole / surrounding skin as you can see in this Belly Buttons After Tummy Tuck Gallery
There are exceptions when scars are well beyond the belly button, revision surgery, or very little loose skin on the stomach. Here is one extreme example Revision Tummy Tuck and Umbilicoplasty
after another doctor's failed mini tummy tuck and other revision belly button surgery and then burn scar beyond the belly button.
