If you think you have baby fat you will get the best results by going to the gym, build muscle strength and keep bodyfat % to minimum. Skinny girls can still have high bodyfat content and you won't get any huge muscles or anything doing normal workout. Big muscles are only gained with various proteins and injections. Working out and lowering bodyfat will define your and slim your facial shape, if that's what you want.
Don't do surgery!!! You have no idea how many people are miserable and regret theirs. I've read some studies and its close to 80% who are dissatisfied to some degree. Of course surgeons won't tell us that! Besides, buccal fat is very difficult to remove because cheeks are actually quite thin and the face has a lot of nerves (dangerous too!) and within 20 years you will look older than your age if you remove it.
