The dress does look like it has ample breast support, so it may be pushing them up. But I'm just saying that to be nice and give her the benefit of the doubt

She's 17. Look at the separation between her breasts. It's quite prominent. Also the profile of her breasts (how far they come out) looks unnatural. She has already had fillers done (yikes) and the gap closed between her teeth (diastema), of which the latter is understandable.
